E.E. to make immediate enquiry into the circumstances of the arrest, it was not his intention to have further discussed the question with the Prince & ministers pending the result of the investigation, but inasmuch as the Viceroy of Canton has expressed a very decided opinion on the merits of the case in his note to H.M. Consul, H. M. Minister cannot pass over in silence
